摘要：在经济社会发展的今天，人们的环保意识不强，致使许多湖泊遭受到严重的水体污染，极大地影响了湖泊自身生态系统的健康状态与其所在城市的健康发展。位于江苏省溧阳市境内的天目湖就是一个受到污染的湖泊，天目湖的遭遇可以直观地反映出当前我国湖泊水体污染的问题所在。必须从关系人民群众切身利益和中华民族生存发展的生态文明建设的高度重视这一问题，并且采取切实的综合性的保护与治理措施，加强对水环境污染的治理。

Abstract: In today's economic and social development, people’s environmental sense become weak, many lakes are suffering from serious water pollution, it greatly affects the health status of the lakes’ own ecosystem and the healthy development of their city. Tianmu Lake that located in Liyang can intuitively reflect the problems of current lakes’ water pollution in our country. We should pay great attention to this issue from people's vital interests and the Chinese nation’s survival and development, moreover we should take practical integrated measures to strengthen water environmental pollution’s protection and improvement.

2003年，中央9号文件首次写入生态文明概念，党的十七大报告把生态文明作为全面建设小康社会的新要求向全党提出来，党的十八大更将生态文明建设提升到全新的高度，做出了全面部署。生态文明是人类文明发展史上的一个新的突破，如果说农业文明是“黄色文明”，工业文明是“黑色文明”，那么生态文明就是“绿色文明”。生态文明建设包括节约能源资源和保护生态环境两大重要任务，而切实保护好水资源是保护生态环境的主要内容。
