【摘要】在信息化、网络化高速发展的今天，微博作为新兴网络媒体，已然成为了一种新型的反腐方式，具有使用率高、高效便捷、公开透明的独特优势，能大大提高公众对于腐败事件的反应速度和参与能力，成为转型时期反腐工作的新平台、新渠道、新途径，为反腐倡廉领域树立起了独特的旗帜，在反腐方面产生了较大的推动作用。本论文通过对历年微博反腐案件进行查阅，对微博反腐取得的成绩进行肯定和分析，总结出成功的原因。然而，类似虚假信息、侵犯隐私、情绪偏激等问题，在一定程度上还是存在。面对这些困境，笔者提出了切实可行的对策和建议，通过对网友素质的提高、推行微博注册实名制、鼓励反腐部门开通官方微博、完善相关法律法规等方面提出改善意见。这种情况下，各级政府和领导干部也要对广大网民进行正确引导，提高网民自身媒介素养，重视微博舆论场，回应社会关切问题，让公众在正确的轨道上参与反腐。

【Abstract】In the information, network high-speed development today, micro-blog as an emerging network media, has become a new anti-corruption mode, has the high usage rate, convenient and efficient, open and transparent unique advantages, can greatly improve the response speed of the public for corruption and participating ability, become a new platform, new channels, new ways of transformation during the period of anti-corruption work, played a unique flag for the anti-corruption field set up, had a larger role in combating. In this paper, through access to the micro-blog anti-corruption cases, recognition and analysis made on micro-blog anti-corruption results, summed up the reasons for the success. However, similar to the false information, invasion of privacy, extreme emotional problems, still exist in a certain extent. Faced with these problems, the author puts forward feasible measures and suggestions, based on improving the quality of friends, the micro-blog registered the real-name system, encourage anti-corruption Department opened the official micro-blog, improve relevant laws and regulations and other aspects of improvement. In this case, the government and leading cadres at all levels must give correct guidance to the majority of Internet users, Internet users to improve their media literacy, micro-blog public opinion field, in response to social concerns, let the public participate in the fighting on the right track.

微博反腐做为一种新型的反腐手段，在发挥其不可否认的推动作用同时，也暴露出了自身存在的缺陷。由于微博言论的自由性，极易助长虚假信息的传播，放大民众的不良情绪。当博主看到一条觉得值得传播的信息时，不能静下心来耐心的沉淀思考其真实性，而是在第一时间就传播出去，粉丝也会在第一时间内作出不明智的评论或者继续转发，使得一件事充分放大、扩散。例如，2012年8月8日，一组多人不雅照在网上流露，根据网友的猜测，照片中的两人为合肥市庐江县的两名官员，此推论被网友疯狂转发，庐江县有关部门出面澄清，表示该照片中的主角并非那两名官员。事后，有网友进行“人肉”搜索，最终确认主角的确不是庐江县的两名官员，真正的主角也站出来承认，其后，涉事主角夫妇被双开。当今的中国，并没有对微博制定出相应的法律法规，对于微博反腐的规划也处于空白时期。

所以，本文研究的意义就在于如何将微博反腐这条道路进行合理的规划，使其成为一条可持续发展的道路，在保障微博表达的自由性的同时，如何对使用微博的公众进行正确的引导和管理，做好过滤与监管工作，让微博反腐在正确的轨道上运行，是值得我们探讨的重点和难点。
