摘要:伴随着我国政治体制改革和经济体制变革,政府由传统的管理型政府转变为服务型政府,从此,政府更加贴近公众,与公众之间的交流也由先前的单向模式升级转换为双向互动。各种媒介从此具有了多重属性,既要承担政治宣传任务,又摇身变为政府体察民情传递温暖的渠道,一个转身它又是群众向上传达呼声、监督政府的重要工具,同时各种媒体的市场化发展又为它们的自身求存提出了更高的要求。媒介不再是单纯被政府控制、利用的工具,随着中国社会化进程的不断深入,政府与媒体经历了控制与被控制、监督与被监督的历程之后,开始逐渐意识到应围绕受众这一中心而展开更广泛的合作,以促进彼此的理解和社会的和谐。本文即以此为中心展开细致、深入的论述。
论文第一章探讨了政府角色的微妙转变,由此引出政府角色转变与媒介转型的关系。第二章阐述了在政府角色转变与媒介转型过程中所出现的问题。第三章则相应提出了解决之道。文章的结论描述了服务型政府建设的前景与目标,为媒介还为被发掘出来的功能提出合理的设想,促使政府与媒介双方都找到自己正确的角色定位,成为社会民主化进程的倡导者、推动者。

Abstract:Along with China's political system and economic system reform, the government’s function has changed from the traditional management-oriented government to service-oriented government, since then, the government became closer to the public, and the exchange the model between government and public upgraded from the previous one-way converted into two-way interaction, too. From then on, the medias was given multiple attributes, it is necessary to assume the task of political propaganda, but also transforming itself into a very important channel which can pass the government’s sympathetic and warm to the public; at the same time it is an indispensable tool for the public to express their needs and monitoring the government. The development of the Medias attach to market put a higher requirement for survival of Medias. Medias are no longer simply the tool which controlled and used by the government, with the Chinese society process becomes more and more deeper, now, the government has began to realize the important of that around the audience the two sides can conduct a more extensive cooperation to promote mutual understanding and social harmony after the government and the media expressed the process of to control and be controlled, supervision and being supervised. This paper will begin a detailed, in-depth discussion around this center.
The first chapter discusses the role of subtle changes in the government, which leads to the relations between the roles of government and media in transition. The second chapter describes the problems in the process of the changing role of government and in the media’s transition. Chapter III presented the corresponding solution to these problems. The conclusions of the article describes the prospects and goals for building a service-oriented government and give a reasonable assume for the uncovered function of the medium in order to make the government and the media find the right role so that to become the promoters and advocators to the society’s democratization process.
