摘要：研究政府决策成本可以为政府提供节约行政成本和提高行政效率的路径，有利于提高政府的决策理性和公共政策的品质。本文通过理论研究政府决策成本的基本内涵，政府决策成本过高的原因，从而探求优化政府决策成本的路径。降低政府决策成本可以充分显示真实的民意，保证政府决策的执行过程的有效性，加强决策的监控，从而建立政府科学、合理的政府决策体系，提高政府的公共决策能力。希望本文能对政府决策有所帮助，加强对政府决策成本的监控，进一步完善政府决策组织建设。

Abstract:To research the government decision cost could save government administrative cost, increase efficiency of administration, and is contributive to increase the rationality of government decision, and the quality of public decisions. This essay intend to research theoretically the basic connotation and the exorbitance of government decision cost, in order to search the methods to optimize the executive process of government decision cost. To decrease the government decision cost could fully bring out the real public opinions, ensure the efficiency of its executive process, and enhance the monitoring of decisions, so that to build up a scientific and reasonable government decision cost system, and increase the ability of government public decision. Hoping this essay could help the government decision, enhance its monitoring, and improve its organization development.

政府决策行为作为政府行政的核心，其优化对于提高政府行政效率，建设服务性政府有着重要意义，通过分析政府决策成本过高的原因，以达到优化政府决策行为，建立规范的政府决策程序，是当前政府发展的改革方向。科学的政府决策行为是建立高效服务性政府的重要步骤，在新一轮的公共管理改革时期，降低政府决策成本，加大决策的公众参与程度必将成为重要的环节。
