摘要：随着时代的发展，社会的进步，社会管理的重难点放在了基层，基层社会管理创新逐渐成为党中央为维护社会稳定，促进社会发展而作出的一项重大战略决策，如何解决基层问题，创新基层社会管理体制，对于我国社会发展，社会管理创新具有决定性作用。而社区组织因其独特的优势，在参与基层社会管理创新方面发挥了重要作用。但是社区组织在推进基层社会管理创新中还存在着一些问题，解决这些问题，促进社区组织发展有利于创新基层社会管理体制。

Abstract:With the development of the Times and the progress of society,the difficult point of social management is in the grassroots,The Party Central Committee regards the innovation of social management at the primary level as a great strategic decision to maintain social stability and promote social development,how to solve the basic problem and innovate the system of social management at the primary level have a decisive effect on the social development in our country and the innovation of social management.Community organization plays an important role in participating in the innovation of social management at the primary level because of its unique advantages, but,it also has some problems ,to solve these problems and promote the development of community organizations will be in favour of innovating the system of social management at the primary level.
