摘要：基础教育公平问题是重大的社会问题。由于我国城乡区域经济发展不平衡、二元户籍制度的制约、保障机制的缺失、重男轻女思想的影响等原因，我国基础教育在城乡之间、区域之间、学校之间以及在弱势群体与优势群体之间存在着不公平的问题。要解决这些问题，需要做到大力发展生产力，协调城乡区域经济发展；改革城乡二元户籍制度，创造公平的教育环境；国家加大财政支出，完善教育经费保障机制；完善立法，健全法律体系；加强思想教育，转变教育观念；强化学校管理，优化学校教学。

Abstract:Today, problem of the equity of basic education is a major social problem. Because of the economic situations off balance between town and country side, unfair household registration system, no social security system, persecution of son preference thoughts, etc., there exist unfair problems about basic education in China between the urban and rural areas, the regional, the school and the group. In order to solve those problems, we must make that to develop the productive forces, coordinate of urban and rural regional economy development; reform the id system of urban and rural areas, create fair environment for education; countriesincreased fiscal spending, improve the mechanism for ensuring adequate funding for education; perfecting the law, improve the legal system; to strengthen the ideological education, changing education idea.
