摘要：随着经济、社会的发展，公共危机发生率激增。社会组织在公共危机治理过程中凸显出其必要性。然而就当前环境而言，社会组织在危机治理过程中由于受到诸多因素的影响，还存在较多问题。例如组织的合法地位得不到保障，与政府间缺乏沟通协作等。要发挥公共危机治理中社会组织的优越性，就要改善社会组织参与中的问题，建立健全相关法律法规，构建政府与社会组织的合作机制等，实现社会组织的有效参与。

Abstract:With the development of economy and society, the incidence of public crisis has increased. Social organizations in public crisis management process highlights its necessity. But, in terms of the current situation, due to the influence of many factors, social organizations have many problems in the process of crisis management. For example, the organizations' legal status is not guaranteed, and lack of communication and cooperation between the government. To play the advantages of social organizations in public crisis management, we need to solve the problems in participation of social organizations, establish and perfect relevant laws and regulations,construct cooperation mechanism between government and social organizations , implement effective participation of social organizations.
