摘要：当前我国政府在处理突发性事件的过程中积累了较为丰富的经验，但是由于突发性事件本身具有突发性、不确定性、紧急性和高危害性等特点，因此如何提高政府处理突发事件的能力依然是一个值得深思的问题。当前我国政府在处理突发事件方面尚存在应急预案执行力弱、忽视民众的作用、信息公开滞后、缺乏忧患意识等方面的不足。提高政府处理突发事件能力的要务在于：细化应急预案，增强行政落实能力；变“强政府——弱社会”的应急机制为政府与社会协调互动的应急机制；加强媒体自主性、开放性建设；提高政府预警能力等。

Abstract:Our Government in dealing with emergencies in the process of accumulation of a relatively rich and valuable experience，but due to a sudden unexpected event itself，uncertainty，urgency，and high harm and so on，so how to improve government ability to handle emergencies is still a question worth pondering. At the moment，the Chinese Government in dealing with emergency contingency plans for implementation of the weak there，ignore the role of the people，information disclosure lag，lack of sense of crisis such as the lack of detailed contingency plans. It’s important to improve the government ability to deal with emergencies is that:  change“Strong Government——Weak social”The emergency mechanism for the coordination and interaction between the Government and the community emergency mechanism，strengthen independent media，open building，improving early warning capacity of government an so on.
