摘要：伴随着经济体制改革的不断深化和政治改革的不断推进，行政体制改革的步伐也进一步加快，在全面深化改革的过程中职能转变和简政放权便成为这次改革的突破口，作为创建服务型政府目标下的地方政府行政审批制度改革是政府机关的一次“革命”，也是推进我国行政管理体制改革步伐的有效途径。在这样的背景下，本文主要通过分析我国地方政府行政审批制度改革的历史背景，从改革模式的角度来进一步探讨地方政府行政审批制度改革现行存在的主要障碍和改革模式的应然走向。

Abstract:With the continuous advance of the continuous deepening of economic reform and political reform, the pace of administrative reform and further accelerate the process of deepening reform in a comprehensive, functional transformation and decentralization has become a breakthrough in the reform as creating a service reform of local government administrative examination and approval system type under the government's target was a "revolutionary" government agencies, but also an effective way to advance the pace of China's administrative system.
