【摘要】21世纪以来，我国的国民生产总值持续提升，人均收入有了很大的提高。并且在国家实行“三农”的大背景下，国家各级政府部门对农村的公共文化建设关注度也随之提高。农村的体育文化是公共文化的重要组成部分，发展农村体育文化不仅关乎到政府的行政管理手段，更是政府加紧民生建设的重要举措。

    本文通过访谈政府工作人员，向村民发放调查问卷等方法对农村体育状况进行调查。对农村的基础设施建设和村民各种看法意见进行阐述，据实了解X镇的体育文化状况。在研究学者大家观点的前提下，结合自身的调查，了解我国政府在公共文化方面的公共服务理念及发展农村体育文化各项举措及不足之处，并在此基础上，尝试性的对农村体育文化发展中的问题提出对策。

【Abstract】The 21st century, China's gross national product (GDP) continued to improve, per capita income has been greatly improved. Therefore, Under the background of the "three rural", the state government departments at all levels of rural public cultural construction attention also will increase. The sports culture in rural areas is an important part of the public culture, the development of rural sports culture not only related to the Government's administrative means, it is an important measure of the Government to intensify people's livelihood.

　　　In this paper, through interviews, questionnaires and other methods to investigate the situation of rural sports. In order to elaborate infrastructure construction in rural areas and the villagers view comments, and truly understand the situation of X town's sports culture. With the researchers’s research, combined with own investigation, to understand our government in the the public cultural aspects of the public service concept and development of rural sports and cultural initiatives and deficiencies.On this basis, try to propose a solution for sports cultural's development in rural areas.

构建农村体育文化关系到地方政府如何运用管理手段，进一步加强农村工作，增强农村发展活力，充分发挥政府的公共职能，为广大农民提供有效的公共服务。笔者通过在社会公共产品的供给和配置、农村体育文化的现状的研究、农村体育文化存在的问题分析、提出发展农村体育文化的手段这四个方面着重分析研究，并且在文中穿插杭州市X镇的农村体育文化发展的实例，深入研究体育文化在农村发展需要注意的问题、不足之处，以及根据具体问题，具体分析对策。为此，笔者走访了该镇的政府工作人员，并向6个行政村的100为村名发放了调查问卷，从不同的人物角度分析农村体育文化建设，具备真实性、合理性。
