摘要:社会救助是社会保障体系的重要子系统，它是社会保障体系中最基本的内容，它对于保障人们尤其是社会弱势群体的生活起着至关重要的作用，社会力量参与社会救助探索可以推进我国社会救助事业的发展。本文首先介绍了此次研究的背景、意义以及思路，本文使用文献调查的方法总结了国内外学者的一些研究成果，通过对重庆北部新区和深圳龙岗区两个社区的实地走访调查，对社会救助中社会力量的参与现状包括主要趋势、影响因素和社会力量参与的有利条件进行了分析，然后提出了社会力量参与不足的一些问题如法律不健全、资金困难、资源的配置不合理等问题，并针对这些问题，探索增强社会力量在社会救助当中的作用的方法。

ABSTRACT:Social assistance is an important subsystem of the social security system, and it is the most basic content in the social security system. It plays an important role in protecting people, especially the social vulnerable groups. To explore social forces to participate in social assistance can promote the development of the social relief in China.This article first introduces the significance and background, idea and method, then expounded what is social assistance and related are discussed by the scholars both abroad and at home.Based on the research of the new district of northern part of Chongqing and Shenzhen Longgang district field visiting survey of two communities about the present situation of social assistance in the participation of social force are analyzed, and then put forward the lack of social forces to participate in some of the problems, on the basis of aiming at these problems, to explore enhance the effect of social forces in social assistance.
