摘要：随着我国社会化转型日益深化，各种社会矛盾不断激化，突发公共事件层出不穷，突发公共危机事件由于其自身的突然性、普遍性、紧迫性等特点，导致其爆发时往往带来极大的破坏力，给政府的应急管理带来挑战。突发公共危机事件的处理直接影响到人民对政府公信力的评价,危机事件如果处理不当,对政府造成的危害比危机事件本身更加严重。因此突发公共危机事件的应急管理体系显得尤为重要，健全的应急管理体制虽不能杜绝突发公共危机事件的发生，但可以起到预防作用，降低政府的损失，从而提高执政部门的威信力。本文以近来发生的典型突发公共危机事件之一染色馒头为例,分析完善政府在应对突发公共危机事件的对策。

Abstract:With the deepening of China's social transformation, intensified social conflicts, public emergency after another, sudden public crisis because of its sudden, universal, characteristics such as urgency, leading to outbreaks often have an extremely great destructive power, to the government's emergency management challenges. Handling sudden public crisis directly affects the people of the Government's credibility assessment, crisis if not handled properly, the damage to the government itself is more serious than the crisis event. Therefore, the emergency sudden public crisis management system is particularly important, a sound emergency management system, though not eliminate the occurrence of sudden public crisis, but can play a preventive role, reducing costs to the government, thereby enhancing the prestige of the ruling power sector. In this paper, the typical recent events of the sudden public crisis stained bread as an example, improve the government in responding to public crisis response.
