摘要：目前居民消费需求不足，特别是农村消费需求不足是制约我国经济发展的重要因素之一，而农村社会保障体制改革滞后是扩大农民消费需求增长的一个很大障碍。由于农村社会保障建设的滞后，农民的养老，医疗等负担较重，制约了农民的消费需求。所以建立健全的社会保障制度是增加农民收入的必要条件。完善农村社会保障体系，是增加农民消费需求的必要性，从社会保障制度的不完善，保障覆盖率低，资金筹措机制不健全，管理资源缺乏等发面对农村社会保障体系建设中存在的问题进行了分析，并对不健全的社会保障制度提出对策，从而提高农村居民的消费需求。

Abstract : The current resident consumption demand is insufficient, especially the rural consumption demand inadequacy is to restrict our country economy development one of the important factors, and the rural social security system reform lag is to enlarge a farmer to consume demand growth is an obstacle. Due to the construction of the rural social security lag, farmer pension, medical and other heavier burden, restricted a farmer to consume demand. So the establishment of a sound social security system is the requirement that raise farmer income. Perfecting the rural social security system, it is to increase farmer consumption demand necessity, from the social security system is not perfect, coverage rate is low, the fund raising mechanism is not perfect, the lack of management resources etc in the construction of rural social security system in the existing problems are analyzed, and the imperfect social security system and put forward the countermeasure, in order to improve the consumption demand of rural residents.
