摘要:当今世界,市场的竞争归根结底是人才的竞争。而在对人才的使用和发展中,HR部门起着至关重要的作用,HR部门的准确定位和正确履行其职能对企业发展的影响重大。然而,当前,在民营企业的发展过程中,HR部门定位不准以及职能缺失严重影响了企业的发展。本文首先分析了民营企业HR部门职能定位的现状和问题,通过社会环境、民营企业及HR部门自身三个角度剖析了民营企业HR部门存在问题的原因,并提出了民营企业HR部门如何准确定位和履行职能提出了一些建议和对策:转变思想观念,民营企业和民营企业家要重视HR部门的地位和作用;建立有效制度,提高HR部门的威信;提高人员素质,实现HR部门的角色转换;熟悉企业业务,HR部门要当企业主导产品和主营业务的内行;扮演重要角色,HR部门要在企业文化建设过程中发挥更加重要的作用。

Abstract:In the world of today, market competition is actually talent competition. Accurate positioning of the HR department and the correct performance of its functions are significant to the enterprise’s development, the HR department plays a vital role in the use and development of talent. However, HR department’s position is not accurate and lack of functions have made a serious impact on the development of private enterprises in nowadays. This article first analyzes the status of the functional positioning and problems of the HR departments in private enterprises, then analyzes these problems of private enterprise HR departments from the social environment, private enterprises and the HR department itself three angles, and put forward some suggestions and countermeasures: change their mind, private enterprises and their owners should pay more attention to the status and effect of HR department; to establish an effective system, enhance the prestige of HR department; improve the quality of the personnel, realize the shift of the role of HR department; familiar with enterprise business, HR department should adept at products and main business of a enterprise; play an important role, HR department have to play more important role in enterprise culture construction process .
