摘 要：耕地中能直接影响粮食安全的就是基本农田，实施耕地保护政策实质就是要实施基本农田保护政策。保护基本农田对保障国家的粮食安全、维护社会稳定，促进经济全面、协调、可持续发展有着重要的意义。然而，当前基本农田保护现状不容乐观。针对当前基本农田保护区划分中存在的诸多问题，尤其是偏重于数量指标，质量保护被忽视，空间布局不合理这一问题，本文以农用地分等定级的成果为质量依据，以GIS为信息技术手段，以江苏省姜堰市为例，对基本农田保护区的划分进行研究，在农用地分等定级的成果之上，重新选定基本农田遴选顺序分值，使耕地入选基本农田有了一定的质量依据，也为全国基于农用地分等定级成果之上的基本农田保护区划分提供技术和经验。

Abstract: Basic farmland is the kind of arable land which may have a direct impact on food security. Protecting basic farmland can be of great significance in ensuring food security of the whole country, maintaining social stability and stimulating the economy to develop in a comprehensive, coordinated and sustainable manner. This thesis mainly addresses various problems concerning the dividing system of basic farmland reserve, especially the stresses in the quantitative index, the ignorance of quality protection and unreasonable spatial distribution. Basing on the information technology of GIS, this thesis takes Jiangyan city in Jiangsu province as an example to carry out the study of the dividing system of basic farmland reserve, in above the agricultural land classification and grading's achievement, designated the basic farmland choosing order is divided the value, thus providing some elementary standards of quality in choosing basic farmland, and at the same time offers some technology and experiences of dividing basic farmland reserve to the whole country at the basis of the achievements of farmland classification and grading.
