摘要:我国是农业大国，农业人口众多。随着人口老龄化的到来，占全国老年人口6.74%的农村老年人的养老问题面临着巨大的挑战。我国传统农村养老主要依靠子女和土地，但是随着经济的发展，工业化和城市化使农民工、被征地农民逐年增加，生活方式的改变和计划生育政策的实施使传统家庭养老功能削弱，家庭规模缩小，出现空巢老人现象，老有所养难以实现。新型农村养老保险制度的实施进一步缓解了这种现象，新型农村养老保险作为一项惠民政策，从2009年在全国开展试点工作以来，获得了农民的肯定和欢迎，但是也存在着一定的不足。作者以江川县为例就新型农村养老保险制度的实施及存在的问题进行研究，并对存在问题的解决和完善提出一些对策和建议。

ABSTRACT:Our country is an agricultural country which has many agricultural populations.   The aging populations become more and more highlighted. The rural elderly pension problem faced with enormous challenges which accounts for 6.74% of the elderly population. Traditional rural endowment mainly rely on their children and land in China, but with the development of economy, industrialization and urbanization makes the peasant-workers and land-losing peasants increase year by year. The changes of lifestyle and the implementation of the one-child policy makes the traditional family endowment function weakened and family size become smaller, appeared empty nester phenomenon gradually, it is difficult to achieve the fact that providing for the elderly. The implementation of the new type of rural endowment insurance system to further alleviate this kind of phenomenon, a new type of rural endowment insurance as a policy which benefit the people. Across the country to carry out the pilot work since 2009, obtained the affirmation and welcomed by the farmers, but it also has certain insufficiency. This article takes Jiangchuan County as an example to study the implementation of the new type of rural endowment insurance system and the existing problems, puts forward some countermeasures and suggestions according to the current situations.
